J. Allen Queen is professor and former chair of the Department of Educational Leadership at The University of North Carolina at Charlotte. A former classroom teacher, principal, college administrator, and university professor, he works with teachers and principals in the areas of managing priorities, time management, and stress reduction. Queen has written over 30 books and 70 articles, including The Frazzled Teacher’s Wellness Plan (Corwin Press 2004), The Block Scheduling Handbook (Corwin Press 2002), and books on karate and fitness for young readers. He has appeared on radio and television programs, including ABC's World News Now, and has been a consultant to over 160 schools and districts in 36 states and 3 foreign countries in the areas of classroom discipline, school safety, block scheduling, and time management.

viii, 152 pp. 12mo. Brown blind-stamped cloth, gilt titles. "Bostwick attributes aging's deleterious effects on the body to 'calcareous earthy matter' derived from food and drink that virtually hardens the tendons, ligaments, heart, muscles, blood vessels, etc. until the entire body, 'once elastic, healthy, active and lively... becomes rigid, diseased, feeble'. 'Life is extinguished by successive gradations,' Bostwick observes, 'and death is the last term in the succession.' Bostwick maintains that phosphate of lime is 'the solid earthy matter which by gradual accumulation in the body, brings on ossification, rigidity, decrepitude, and death'. This matter is introduced into every cell and fibre of the body by food and drink, the most notorious of which are salt, grains, food additives (e.g., chalk, gypsum, bone ash), river and spring water, etc. Bostwick recommends foods low in 'calcareous matter,' such as fruits, vegetables, fish, fowls and game (but not the flesh of domesticated cattle whose feed contains high levels of dangerous solids). He concludes, 'in proportion as individuals, classes, or even nations, subsist upon aliment containing the smallest proportion of earth elements, do they prevent or retard the process of consolidation, maintain a state of health and activity, and prolong their existence'. written with great clarity, and sheds new light on this seemingly ...

I've not yet read "Mormons and Popular Culture" in its entirety. However, judging by the essay contributed to this two-volume set by the editor J. Michael Hunter, it is first-rate. Hunter's text, “The Mormon Influence at Disney,” is impeccably researched, written with great clarity, and sheds new light on this seemingly obscure but important aspect of Disney history.

Who knew that so many Mormons worked at Disney?

I, for one, was delighted to learn about Orson "Judge" Whitaker, who set up the Brigham Young University Film Studio in 1953 after working at Disney as an animator (on Donald Duck shorts, primarily) from the mid-1930s into the early '50s.

Hunter's text also confirms two key traits about Disney the man that are often overlooked, sometimes deliberately (by the likes of Meryl Streep among others): his innate decency and sense of tolerance. Veteran animator Eric Larson, one of Walt's legendary Nine Old Men, recalled that his boss "had a great admiration for the Church." Another Mormon employee at the studio, a humble chauffeur, remembered driving Lillian Disney and said of her: "What a wonderful woman she was! Like Walt, common as an old shoe. The Disney family never put on airs."

This is fascinating and valuable stuff.

Not a serious cultural study; written from too much of an insider's perspective

This 2 vol. set is one of the few works available on this subject. It's not terrible, but the author (a Mormon and BYU librarian) could take a more critical approach and discuss some of the many negative aspects of Mormon-centric popular culture (e.g.: bland, boring, non-inclusive, goofball, heterosexist, trapped in 1950's American cultural values, very white, infantile, retrogressive, right-wing, censorious, racist, misogynist, worshipful of all things Disney, lacking in any artistic originality and integrity, unable to cope with or be exposed to art forms that are useful and insightful for anyone over 12 years old).

This is less of a serious scholarly study of Mormons and popular culture; it's more a gee-whiz-I-didn't-know-he-was-Mormon book written by a Mormon for Mormons. The Mormon Image in the American Mind: Fifty Years of Public Perception by J.B. Haws, while different in its approach, is a vastly superior work in this subject area.

Want To Learn something New?

Have you ever felt annoyed of your younger brother or sister? I appreciate this book, because it teaches me to be kind to my parents, and help them out more. This book will show you how to be more patient with them and appreciate them more. For example, the character's brother had cancer. He felt really frustrated. He had to help his parent out by cleaning the house. He felt like he couldn't do it but he kept on trying so much, and he finally got to do something. It also includes the idea of trusting the power you have. An example of this is because this character helped people out and, people helped him realize that he had a special power. He always looked for a way to help people. An example of this is because there was a part where the character read, a letter about parents getting home and being tired. Also when parents would just wish kids would ask how there day was. This book influenced me a lot by teaching me to be kind to my parents and help them out more. It made me work in a lot of things and really trust in the things that I can do. I think that this book can teach a lot of new things to people. For example, to be more patient and to use perseverance in my daily routine. I definitely recommend this book to people who really want to learn something new. This book is in Spanish, but for those who speak it, go ahead and read a great book! I'm Amy, and I am 11 years old, and I really liked this book.

Los libro de Carlos C.Sanchez, creo que son muy buenos ya que traen consejos y ademas ejemplos que te dan un marco mas amplio de lo que significan los temas o problemas a tratar yo creo que mucho depende que clase de libros te gusta leer, y si tu estas buscando un libro de superacion y que de buenos consejos te recomiendo este y todos los libros de este escritor.

Sozialwissenschaften und Politikwissenschaften ), Veranstaltung: Methoden im Sozialkundeunterricht, Sprache: Deutsch, Abstract: Mein Vorgehen wird, ausgehend von allgemeinen Bemerkungen zum Begriff der
Sozialstudie, über die konkrete Umsetzung im Unterricht, bis zu einem Beispiel aus der
Unterrichtspraxis reichen. Somit gehe ich deduktiv vor.
Die Arbeit gliedert sich in drei inhaltliche Teile. Im ersten Teil soll der Begriff der
Sozialstudie geklärt werden. Hierbei möchte ich mich auf eine knappgehaltene
Begriffserklärung und die Untersuchungsgebiete der Sozialstudie beschränken, da das
Wesentliche dieser Arbeit der didaktische Aspekt bleiben sollte. Im zweiten Teil soll die
Sozialstudie als Unterrichtsmethode in der Anwendung Gegenstand sein. Hierbei soll die
Themensuche der erste zu behandelnde Bereich sein. Die Themen müssen auf die Schulart
und das Alter der Schüler abgestimmt werden. Welche Möglichkeiten für die einzelnen
Schulklassen bleiben, möchte ich in diesem Punkt zur Sprache bringen. Hierbei werde ich
bezug auf den Lehrplan nehmen. Da ich das Lehramt an Gymnasien studiere, werde ich mich
folglich auf den Gymnasiallehrplan beziehen. Ein zweiter Schwerpunkt in diesem Teil soll die
Aufgabe des Lehrers sein. Der Lehrer als Aufsichtsperson hat nicht nur die Verantwortung für
das Projekt, sondern natürlich auch für den Schutz der Schüler. Anschließend soll aufgezeigt werden, wie die Sozialstudie im Unterricht durchgeführt wird und worauf die Schüler achten
müssen. Im dritten inhaltlichen Teil der Arbeit soll ein Beispiel für eine Sozialstudie gegeben
werden, das ich selbst entwickelt habe. Dies kann nur ein didaktisches Konzept sein, da es bis
zu diesem Zeitpunkt nicht durchgeführt wurde und deshalb keine Erfahrungswerte vorliegen.
In einem abschließenden Fazit möchte ich abwägend beurteilen, ob es realistisch ist, Wissen
mit Hilfe der Durchführung einer Sozialstudie zu vermitteln oder ob es eine Utopie der
Didaktik ist.

In this book Jane Adams and contributors—anthropologists and political scientists among them—analyze the political dynamics that have transformed agriculture in the United States and Canada since the 1920s. The contributors demonstrate that people become politically active in arenas that range from the state to public discourse to relations between growers and their contractors or laborers, and that politics is a process that is intimately local as well as global.

The farm financial crisis of the 1980s precipitated rapid consolidation of farms and a sharp decline in rural populations. It brought new actors into the political process, including organic farmers and environmentalists. Fighting for the Farm: Rural America Transformed considers the politics of farm policy and the consequences of the increasing alignment of agricultural interests with the global economy. The first section of the book places North American agriculture in the context of the world system; the second, a series of case studies, examines the foundations of current U.S. policy; subsequent sections deal with the political implications for daily life and the politics of the environment.

Recognizing the influence of an array of political constituencies and arenas, Fighting for the Farm charts a decisive shift since the early part of the twentieth century from a discursive regime rooted in economics to one that now incorporates a variety of environmental and quality-of-life concerns.

As the subtitle states, animal behaviorist and dog trainer Loeb (The Complete Book of Dog Training, Pocket, 1991) claims to offer "a revolutionary approach to teaching and understanding your dog in just a few hours." Although he does present excellent training techniques, these are intermingled with numerous anecdotes of improperly trained dogs, his oft-repeated puffery about training 25,000 dogs over 40 years, and frequent criticisms of veterinarians, other trainers, and "experts." Loeb's criticisms of dry dog food and dog food manufacturers are unwarranted, and his recommendation of "people food" for dogs could be harmful if the pet companion does not balance the nutrients properly. If everyone with a dog read only the training advice and ignored the incorrect nutritional and medical comments, Loeb's work could be a useful, but that is not likely. This anecdotal book provides a new system for educating dogs and teaches readers how to train their dogs by understanding the psychology behind why the author's methods work. Stressing common sense and rejecting the use of one-word commands are two of the major approaches of this system. The third technique involves the "Magic Touch," the ability to always reach a dog by tossing something at her (to which she should respond by coming to the thrower). Loeb discusses these tactics and demonstrates how to apply them to basic lessons, such as housebreaking dogs and teaching them to sit, as well as to behavior problems and bad habits. The chapter on canine diet and nutrition is well thought out, but the reader may want to check the information with a veterinarian before changing a pet's rations. Despite occasional cutesy language ("boy dog"), the author's valuable training ideas will round out the library's dog-training collection. Nancy Bent

Concerning Magic Touch

Being a brand new dog owner I tried to read and research as much as I could about puppies and small dogs ( my dog is a Papillion ). I also enrolled her in obedience school when she was 3 months old. Most instuctors I found out use food as a reward and later praise to teach dogs.
My puppy would never come 100%.
When I first got her I tried the magic touch and threw a soft slipper at her. She looked at me quite hurt and hubby and I thought we may "damage" her cheerful, energetic nature papillions
are known for.
As obedience lessons continued she still didn't come 100%. So one day before lessons I got so frustrated I decided to try the magic touch again.
I called her, she didn't come and continued playing with her stuffed dog toy. I threw a 3 inch roll of bandage tape at her which smacked her in the side. From that moment she was a changed dog. She looked at me in disbelief ( I didn't physically hurt her- just her pride ) and came immediately. Since that moment she looks at me in a different light. She respects me, always comes now and still is the same cheerful energic dog.
Another topic I was interested in is diet since small dogs have skin problems.. I tried the supermarket brands and Vet recommended dry foods plus natural expensive dry food and yet my dog seemed to scratch despite no fleas.
So I decided to use a natural brand of "canned food" which worked out well. The book adviced canned over dry plus people food supplements at times. My dog hardly scrathes now.
So I recommend the book and despite many negative reviews I read about Mr Loeb's knowledge, writing abilities and character
the information in the book helped me and my dog.!!

Smarter Than You Think

I sneered when I opened my 50th birthday present this summer and saw the book, "Smarter Than You Think." How could Brit, a horse and dog person herself, and who always praised my relationships with animals, insult me by giving me this basic "so you have a new puppy" type book? Me, who studied so many dog training books and practiced them; who attended obedience classes; who retrained a killer German Shepherd not to kill farm animals; who trained the same dog to perform a half-hundred actions with either voice or hand signal; whose dogs always wait untethered for me outside of any building? Out of courtesy, I perused the book at bedtime. Next morning I was calling Brit to apologize, for sneering, and to thank her for what may be the best book I've read on dogs. Mr. Loeb's sensible (humorously written) ideas on training and diet work for me, and my 11-year-old Shepherd/Spaniel adoptee and I have an even better relationship now, not to mention how her coat is even sleeker and shinier than ever. She enjoys her meals so much now with the diet change, and is grateful; no more skin problems and allergic reactions. You can teach an old dog new tricks. I gave this book to several friends/family for Christmas, and recommend it to everyone I meet who praises my dog, and complains about their own. While I achieved good results with my old methods, I can get better results much more easily with Mr. Loeb's. Sincerely, Linda D.

Finally, a Dog Training Book That Makes Sense

This book finally puts into words the thoughts I have always had about dog training. Having recently raised a Standard Poodle puppy for a seeing eye dog organization, I can relate to the different puppy raising issues Mr. Loeb addresses. Although I was limited to training the dog according to the organization's rules, I can look back and see where the dog "outsmarted" me or learned an undesired behavior simply because he was confused. On the positive side, the puppy was able to learn many complex commands, such as finding a specific toy in a different room, simply because I spoke to him like he understood, which is something Loeb encourages. I think that many people underestimate a dog's intelligence and have behavior problems because they don't learn to think like a dog does. I incorporated many "think like a dog" solutions when working with the puppy, just as Loeb suggests. Or, maybe even more importantly, when training a puppy, think like the puppy's mother would.
The one idea from the book that I think is very important is that if you don't teach your dog, he will fill up the void with his own thoughts and behaviors. It is not cruel to teach your dog what he can and cannot do, it simply gives him a sense of security and freedom within his environment. I suggest that everyone who has a dog take a look at Loeb's ideas. As far as the nutritional part of the book, I think everyone should think for himself. In Europe, dogs and cats live longer because they get real food, not diseased parts of other animals that end up in commercial dog food. My mantra is that if you wouldn't feed it to your child, don't feed it to your dog. I don't know that a dog should have human sweets, but I can't see anything wrong with treating a dog with "real" food, such as fruit, vegetable, grains, and protein.

More Than Facts

I initially lamented the fact that Hard Times was assigned to me in my British lit. class. I had read some of Dickens's melodramas like A Tale of Two Cities and Oliver Twist and enjoyed them, but everything I heard about Hard Times said this was nothing like those. This was supposedly just strictly social commentary. My interpretation of that: BORING.
But then I read it.
Hard Times isn't like Dickens's other novels, but I don't think that it has any less heart than those masterpieces. In fact, Dickens endured himself much further to me with this novel as he has his characters perform Thomas Carlyle's enduring philosophy.
The novel follows the Gradgrind family who is raised adhering to FACTS and living in a society which worships the manufacturing machine. As the novel progresses, connections are made and broken, and the characters come to the realization that there is much more to reality than the material facts.
Hard Times is told so compassionately. The reader cares for these people and their tragic lives. The story is also told with biting humor that still cuts at today's society (this novel feels really modern), and the underlying philosophy is one which is so needed in our post-modern world. I would certainly recommend this novel to fans of Dickens and to fans of the truly literary novel.

CERTAINLY ONE OF MY FAVORITES. There have been so many readings, this one is like an old friend.

Arguably, Dickens could be classified as the greatest of all English speaking novelists...of all times. There are very few writers that can offer his consistency, novel after novel, story after story. Yes, many have written works that perhaps equal any of his given works, but few if any have been able to turn out such a volume of pure quality. Very, very few authors have had such a large portion of their work pass the test of time. Dickens gains new readers year in and year out and there is a reason for this!

Over the past 50 or so years I have heard this particular work referred to as "not Dickens' best," and "A minor work by Dickens," and other comments along those lines. I am really not in a position, nor do I have the ability to proclaim or rank this author's work one way or the other. Dickens for me is like any other author...I either like it or I do not like it; it either is a joy to read or it is not. Now I have read this short novel at least five times over the years and listen to several versions on CD and Tape. The best, minor Dickens' work, timeless classic, not pertinent in today's world, a mere political rant? Well I don't know. I do know that it is one of my favorites and do look forwarded to reading it again down the road. I am one of those horrid and probably misguided individuals who sort of make their own mind up about anything I read, and more or less ignore the pontifications of those that are suppose to know about such things. All that being said though, I cannot look you in the eye and state that I have ever read one story; one word by this author that I did not enjoy right down to the tip of my toes. He delights me.

The setting of course is in Victorian England and the Industrial Revolution is in full tilt. Make no mistake; Dickens makes no pretenses of not being of the extreme left ilk...a good little Socialist through and through. This work, like many others make his feeling well known. Like much of his work, there is no in-between here. The characters portrayed here are either very, very evil or they are very, very good. The author handles social situations in much the same way he handles his characters in this work. All are exaggerated to a certain extent, all are black and white and there is little middle ground to be found. The Capitalists are truly pigs and the working classes, the proletariat, are all Saint like creatures. For what the author is attempting here, this is quite appropriate.

Now let it be know right here that I have spent a lifetime trying my best of completely ignore the effete yammering from the left and the bellicose braying from the right in all matters. I am one of those creatures who simply do not care and more or less chose my own road. I read this story and others like it, for the sheer joy of soaking in the written words of a maters story teller. While the political and social message here is not lost on me, I simply choose to ignore it. That is just me though and it certainly makes me feel nothing less of those that take the political message and run with, or reject it... more power to them.

As with all of his other work, Dickens has created some unforgettable, if exaggerated characters in this work; my favorite Gradgrind (who, I must admit, sort of reminding me of my own father), his children Tom and Louisa, the young girl Grangrind has taken to raise, Sissy Jupe and of course the completely obnoxious cad Bounderby. Even the location; the city of Coketown is more like a character than a place displaying many of the characteristics of a human, rather than that of a town or village. Dickens is able to describe these people and places in such a way that they become close friends...even the evil ones, soon after they are introduced....well, maybe not friends, but certainly people you know and will want to revisit from time to time at the very least.

The term "hard times," while a good title for this work is a bit misleading in a way, as there is plenty of humor injected throughout the book. Seldom does a chapter pass that I find myself not chuckling over the bits of ironic humor and scathing satire the author inserts here and there. The opening tirade of Bounderby is an absolute hoot even to this day, as it certainly was at the time it was written.

And the plot! While it is simple at first glance in this work, there is never-the -less many little side plots going constantly, with personalities created an thrown in here and there to add flavor and spice to the overall story. The author skillfully blends these side paths he takes us upon and before the end of the story, brings us back to the main road. I like this! In many ways simple; in many ways so complex. I suppose the reader will find what they want.

As with all of Dickens' work, the reader must at all times keep in mind when, where and why it was written. Time and place are quite important in the understanding of this particular author and to not consider these things, much will be lost to the modern mind.

Highly recommend this one and I hope it brings others the same reading joy it has brought to be over the years.

Hardly a masterpiece, but brilliant at times

"Hard Times" belongs to the second half of Dickens's writing career, in which his work becomes rather more somber and, by common critical assent, more mature and satisfying. Personally, I prefer his earlier work and his very first novel, "Pickwick Papers", is to my mind his greatest. Surprisingly, "Hard Times", despite its title and reputation, contains some brilliant flashes of Dickens humour, especially in the earlier part. The descriptions of Bounderby and Gradgrind, and the early dialogue with the circus folk, are genuinely hilarious.

This is Dickens's shortest novel, about a third of the length of each of his previous four. Themes, subplots and characters are introduced without being fully explored. The author was perhaps feeling the constraints of writing in installments for a periodical, although he was well used to doing that. This relative brevity, together with the youth of some of the central characters, make this book a good introduction to Dickens for young readers.

There are the large dollops of Victorian melodrama and the reliance on unlikely coincidences that mar much of Dickens's work. Also the usual tendency for characters to become caricatures and to have names that are a little too apt (a teacher called Mr. McChoakumchild?).

The respected critic F.R. Leavis considered "Hard Times" to be Dickens's masterpiece and "only serious work of art". This seems to me wildly wrong, but such an extreme opinion may prompt you to read the book, just so that you can form your own opinion.

I read it because I had just finished "The Jungle" by Upton Sinclair, which deals with the plight of Chicago factory workers, and I wanted to compare the two. Sinclair's book has greater immediacy. It takes you much closer to the suffering of the workers. In the Dickens novel, the mill workers and their plight are distanced; they are relegated to being the background to a family drama, which is what really interests the author. A third, and still greater work, that examines the same themes, is Zola's "Germinal". I recommend all three. Together, they give real insight into the social conditions that led to the proletarian political and revolutionary movements of the nineteenth and twentieth centuries.

How Asia Works: Success and Failure in the World's Most Dynamic Region, by Joe Studwell

In the 1980s and 1990s many in the West came to believe in the myth of an East-Asian economic miracle. Japan was going to dominate, then China. Why have some East Asian countries been more successful in their economic development than others? Studwell (Asian Godfathers, 2008) argues that the answer comes down to three key sets of policy choices: land-tenure policies that support smallholder farmers, manufacturing policies that subsidize domestic industries yet demand internationally competitive results, and financial policies that support the above by resisting deregulation until it can be done safely. Countries that have done these things (Japan, South Korea, and Taiwan), he notes, have developed more robustly and consistently than those that have not (Malaysia, Thailand, Indonesia). Outstanding!

Author Studwell argues that there are three critical interventions that governments can use to speed up economic development. Used in Japan, South Korea, Taiwan, and now China, they have produced the quickest progressions from poverty to wealth that the world has seen.

The first and most overlooked is to maximize output from agriculture. The second is to direct investment and entrepreneurs towards manufacturing exports. Machines can easily be purchased on the world market, and successful east-Asian governments promoted technological upgrading through subsidies conditioned on export performance. (Exporters were almost invariably better businesses than firms that sold only at home.) The third is to focus capital on the fastest possible technology learning and the promise of high long-term profits, not short-term returns and individual consumption. This tends to pit the state against many businessmen and consumers with shorter-term horizons.

Thus, economic development is as simple as one, two, three. Unfortunately, wealthy nations and their economic institutions (the World Bank, the International Monetary Fund) have provided contradictory advice to poor states, despite the fact that no significant economy as ever developed successfully via free-trade and deregulation from the beginning - including the U.S. and Great Britain. Positive intervention has been required in agriculture and manufacturing that fostered early accumulation of capital and technological learning.

Brazil is the only major economy outside east Asia which has grown more than 7%/year for over 25 years. But it crumbled after the 1982 Latin American debt crisis - currency depreciation, inflation, and years of zero growth. Too much of Brazil's earlier growth came from debt that did not translate into a more productive and competitive economy.

Studwell excludes east Asia's failed states - North Korea, Laos, Cambodia, Myanmar, and New Guinea. Their one common characteristic is a failure to trade and interact with the world. He also ignores Asia's two main offshore financial centers - Hong Kong and Singapore because of their lack of an agricultural sector. Micro oil state Brunei and east Asia's gambling center, Macau, are also omitted.

Another key finding is that a large working-age population and proportion increase the possibilities for fast growth. Rapidly declining death rates, especially for children and a rapidly rising work-age population have been a big part of east Asian development success since WWII. Mao boosted population growth in China, telling people there was strength in numbers, while Deng Xiaoping and successors put a stop to that.

The evidence of a positive correlation between total years of education and GDP growth is much weaker than most imagine. The Philippines have the highest levels of tertiary-educated students in southeast Asia, but because more important policy choices were flunked, the country is on the verge of becoming a failed state. Cuba has the world's second-highest literacy rate for children over age 15, and the 6th highest rate of school enrollment. It has inadequate employment opportunities for university graduates, however - one reason 25,000 Cuban physicians take state-subsidized work overseas. Another problem with education - there is too much of the wrong kind - eg. liberal arts. Asian education not only creates a much higher proportion of engineers than most, it also includes a considerable vocational component conducted inside firms and not elite universities.

Political pluralism, rule of law, and democracy are also outside Studwell's scope - again, because the evidence is contradictory. He also ignores geography/climate - most believe colder climates are more conducive to economic success - Studwell, however, points out that the Arabic world's ascension in the early 8th century began in the hot areas of today's Iraq and north Africa, while the famous Tang dynasty operated out of the 'boiling hot Xian' area.

Studwell then goes on to detail the rationale for his thinking - its both interesting and invaluable reading.

Industrial policy works

This book argues among other things that that protectionism and industry policy are important policy tools for countries at an early stage of development, and that Asian governments have adopted this model with varying degrees of success. Heretical as this claim may be to some, in my opinion it is not even worth debating whether or not the most advanced economies achieved success under "Smithian" conditions.With the possible exception of a few, small trading entrepots, there is not a single example of a country that did. There are rich countries that were "Smithian" (like, laissez-faire Haiti -- if you don't count slaves of course -- in the late 18th Century), but their wealth was unsustainable and they were in no way "advanced" economies.

You can find it all in the works of the brilliant Alexander Hamilton. The "American System" of the early 19th Century was the basis of the economic writings of the German Freidrich List and which went on to influence Germany, Japan (in 1872 one of the leading proponents of the American System, E. Pechine Smith, moved to Tokyo and became the leading adviser to the Mikado on Japan's economic restructuring), and a host of other countries. The three pillars of the American System were infant industry tariffs and subsidies, internal improvements (i.e. infrastructure provided by state and local governments) and a sound system of national finance, with the state playing a leading role.

These are the same pillars that supported the growth of every country that has developed rapidly, and the fact that this is even debated in economic circles suggests to me how unreal academic economics has become and how divorced from historical understanding. I agree with the authors that to debate whether or not industrial policy can work is silly. Of course it can. The real interesting question is to figure out under what conditions it is wealth enhancing and under what conditions it is wealth destroying. This is why the debate is so important for China. The Chinese growth model clearly "worked", I would argue, in the 1980s and 1990s, although in part simply because it involved a rejection of the insanely inefficient polices of the 1950s, 1960s and 1970s. Today, in my opinion, it clearly no longer "works". So why did it sometimes help and sometimes hinder Chinese development?

Unfortunately it is very hard to debate this question because most economists are either ideologically committed to the idea that it is almost always a bad idea (the consensus in economics) or to the idea that it is always the right approach (perhaps the consensus in political economy or economic history). The truth, however,may be that sometimes it works and sometimes it doesn't. Although I don't always agree with Joe Studwell's conclusions. this book does a great job of teasing out the important and relevant issues.

Brilliantly done

This book is an exceptionally lucid history of development policy in the major economies of East Asia. There is particular focus on the economies of South Korea, Malaysia, and the Philippines, but Studwell addresses other nations as well.

Understandably, development policy is an explosively controversial topic, and readers will be divided by prejudice on this matter. For decades, "the Washington Consensus" (WC) has been pushed onto less developed countries (LDCs) as an unworkable combination of "free trade," currency convertibility, and "stable exchange rates" (1). At the same time, building up a strong farming sector plays a far greater role in the Asian success stories than "liberalization" of FDI.

Readers may be astonished to see how much attention Studwell pays to farming policy in the history of Asian development, seeing as how the prominent successes for countries like Japan, South Korea, and China have been in manufacturing. But sustaining the needs of the population and allowing them to save is a paramount step for any metric of economic success. For instance, when countries are developing, a failed agricultural policy (and concomitant food imports) can suck up foreign capital required for capital projects. Als, as in the case of the Philippines, failures to implement land reform can result in a powerful landed aristocracy upon which the national leadership is completely dependent (2).

After addressing farm policy, he moves on to the challenge of industrial development. He points out that "liberal" trade policy is incontrovertibly unsuited to industrial development(3), but also that competition and export discipline are crucial ingredients of success. Hence, the success of South Korea's industrialization, with massive redundancy of industrial output (multiple car makers, for example, where only one would be ultimately successful), as opposed to Malaysia's doomed reliance on a single national champion. Korea, Japan, and China would also impose rigorous obligations to export on their domestic producers.

Chapter three addresses the role of finance in successful development policy. Studwell's careful marshaling of the evidence suggests that there is really nothing to be gained from a liberal, lightly-regulated financial sector. Liberalized financial sectors are prone to massive swings in asset valuations, as occurred in Thailand in 1997. Indeed, the crisis hit South Korea in large measure because that country had moved to curb the power of the _chaebols_ by concentrating financial power in capital markets and NBFIs (4).

The Korean financial system created systemic risk for the South Korean economy that had not existed before, but for South East Asian economies, the financial system has amounted to another colonial power, suppressing any possible means these countries might have had of taking control of their economic destinies.

The chapter on China is excellent, although a bit short--most readers will feel it is suitably concise, without any damaging shortcuts. I feel there is some shortchanging of environmental issues (although it's not clear that neoliberalism is any better for air quality!), and the risks the Asian economies pose to each other: China's rise, for example, has posed extreme challenges to budding signs of life in the industrial economies of "other" Asia, not to mention Latin America. However, this book is a brilliant piece of work, with exceptionally thorough documentation and excellent writing.

UPDATE (25 December 2013): After writing this review, I noticed a passage in Stuckler & Basu, The Body Economic: Why Austerity Kills (2013) on the response of various East Asian nations to the Asian Currency Crisis (1997). While the Government of Malaysia gets low marks by Studwell for its management of economic development, it gets high marks from Stuckler & Basu for its management of health services during the crisis.

When the crisis hit, Malaysian PM Mahathir Mohamad rejected IMF "assistance" because of the conditions imposed (B&S, pp.45-47); these conditions included massive budget cuts, so that the Asian economies would continue to run budget surpluses. The cuts invariably stimulated massive poverty, as intended by the IMF. Malaysia suffered the same dire collapse of GDP as its neighbors: 34%, compared to 30% in South Korea, 27% in Thailand, 56% in Indonesia, and so on. But Malaysia did not suffer a major increase in poverty, while South Korea's poverty rate doubled (11% in 1997 to 23% in 1998). Health care outcomes also worsened dramatically in countries following IMF conditions.

None of which is meant to detract from Studwell's book, but I feel this certainly does give a more comprehensive picture of the situation.

One crucial aspect of development economists in Western countries is their occupational need to constantly rewrite history, so as to divorce themselves from policy recommendations that turned out badly. The WC is especially convenient in this regard because it includes a combination of policies that can never be implemented concurrently, so the World Bank/IMF can always claim their policies were never implemented correctly.

Specifically, it is impossible to have (a) "liberal" (i.e., "market-determined") interest rates, (b) a "competitive" exchange rate, (c) "liberal" trade, and (d) "liberal" inflows of direct foreign investment--all at the same time. For one thing, (a), (c), and (d) preclude any control over the exchange rate.

(2) The go-to example of failure in this regard is the Philippines, which had the educational achievement necessary for developmental "take-off," but also a class dictatorship in the truest sense of the word--by the latifundias. Studwell hints rather strongly that this was a factor in the failures of Malaysia and Thailand as well.

(4) As Studwell sagely observes, the adoption of neoliberal economic policies are often (usually) stimulated by real problems and ceiling effects of the prior regime. In Korea, the _chaebol_ naturally resisted state projects for development and sought more lucrative outlets in fields such as real estate. The government of Chun Doo Hwan responded by building up capital markets and non-bank financial institutions (NBFIs). Capital markets, in practice, means investment banks, stock markets, etc. This scheme backfired because the Korean _chaebol_ won control over many of the NBFI. See Studwell, pp.183-184.
